Flight is a hard counter to the Raikage, yet Black Lightning is a hard counter to flight.

In Round 1, Kurotsuchi will occupy Darui with a quick slime blast, giving Onoki the opportunity to finish it with Jinton.

In Round 2, it'll be closer as Darui should be able to cast his techniques faster now, especially relative to Onoki, but I think Kurotsuchi will be able to buy enough time, just enough.

In Round 3, Mu will provide an excellent sacrifical lamb to insure Jinton is cast.

The closest round is.the second one, but none of them are easy.

If it turns out that the energy of Lightning Armour destabilises Jinton, then the Tsuchikage will still have ground based techniques to keep the Raikage at bay. The Raikage can win, but it won't beeasy due to the excellent reactions and ground control of the Tsuchikage.

Jinton is indeed a poweful jutsu hax.... But it has some issues. First, It uses alot if chakra and cant just spamm it...onoki used jinton like 3 times in the whole series. Also Onoki has to charge up Jinton before firing it... which 4th Raikage will see and be able to dodge ( He should be able dodge it regardless if it has a charge up time or not...sasukes Amaterasu for example, well he just looks and it instantly appears lol and raikage dodged it)

Don't underestimate Raikage

The charge up time was faster than a KCM clone shunshin, at least when used by Mu.

Onoki in the air will have a wider field of vision, making it easier to hit targets. In addition to this, the beam form of Jinton simply requires a quick rotation to take out literally everything at ground level.
