Assuming the fight starts while Onoki is already in the high clouds flying. Sharingan abilities are usless for he can't even see Onoki. In layman's term he don't even know where the **** is Onoki. At best all Itachi can do is fire random Susanoo shots.

So itachi get 1st visual identification and can ready his yata, or clones or w/e in order to troll jinton.
