Disclaimer: this isn't a bashing thread and I'd like to say I think every single one of the gokage is very strong.
The man is truly OP when it comes to his abilities and the other 4 kage pale in comparison to him, even in his old age. He excels in every area of combat and beats every single one of the gokage. He has far more battle experience than the rest of the gokage and is the most intelligent as well. He has strong willpower too, he did not give up even after Madara unveiled his perfect Susano'o and Mei cowered in fear. He defeated 5 Susano'o-clad wood clones off panel and came to rescue Ay. He saved all the kage's asses when he destroyed flower tree world with a massive jinton that he swung around like a sword - while he was low on chakra and on the brink of unconsciousness. His jinton is one of the most destructive jutsus in NV. Even Madara acknowledged that he was what kept the 5 kage fighting. His weighted boulder/lightened boulder techniques are hax as well - he stopped a freaking meteor and lifted turtle island with one hand, as well as destroyed a giant clam and immobilized his master. His ability to fly makes him very hard to hit with close range techniques and allows him to snipe off enemies with jinton. He's a very good teammate to have since he can hand out the ability to fly.
I will explain how he defeats each of the other kage.
Tsunade: he jintons her like he did Sasuke. Katsuyu gets weighed down with weighted boulder and becomes too heavy to move. No real explanation needed.
Gaara: The moment Gaara's sand touches Onoki (or any of his rock clones) the sand becomes too heavy for Gaara to control. Just like how he lightened Gaara's sand to make it easier for Gaara to control, he can make it heavy to the point where Gaara can't manipulate it. From there on it's a simple matter of using jinton to turn Gaara to dust or overwhelming him with his golem.
Mei: Mei has shown no real speed feats so he can probably simply jinton her as well. His dotons are superior to her suitons and he can simply fly out of range to avoid her lava release and boil release attacks.
Ay: Ay is a beast and can tank a lot but he can't tank jinton. An AoE jinton would delete him.
In conclusion: Onoki is by far the strongest of the gokage.
