No, Onoki's dust release can partially counter Naruto's TBB, not completely. Because to counter Naruto's normal TBB, Onoki needs big amount of chakra which could exhaust Onoki soon.
So in a 1v1 battle, Naruto will defeat him.

Reason: Now Naruto has super fast speed, huge stamina/chakra, very high level sensing skills, chakra arms, multiple TBB variants (small, normal, huge), many rasengan variants, almost perfect chakra control, SM, BM, KCM. While Onoki has Dust release, earth release & flying skills.

How does Sasuke counters Jinton with Genjutsu or amaterasu? XD

I didn't see Madara countering it that way. He had genjutsu and he had to use his rinnegan to absorb it.

How can Sasuke counter Onoki if he was flying above then suddenly launches a large scale Jinton? Susano'o wouldn't even protect Sasuke.

So using your so called "logic", currently on the battlefield It'd be:

1) Madara/Hashirama.
2) Hashirama/Madara.
3) Naruto.
4) rest with Onoki before Sasuke.

Onoki was fatigued after using that giant Jinton. Kurama's chakra allows Naruto to spam TBB. So if you are saying he can counter multiple TBB's without Tsunade's help than you are sadly mistaken. By the way, KCM Naruto>Onoki, so saying BSM Naruto<Onoki is ignorant. All he needs is a blitz on Onoki, Onoki won't react to it, and he won't tank an Odama Rasengan. BM Naruto toys with Onoki by mere chakra roars. Chakra hand separate Onoki's head from his neck. Still haven't surprised me though, I saw this coming. Can't wait for Ino>BSM Naruto.

What??? TBB is made of chakra Chakra which has been destroyed by Jinton when the PS clones were killed off. PS contains chakra. Your point isn't viable. Whomever said TBB was merely energy? Incase you haven't taken lots of physics; All matter is philosophically considered condensed energy..
