The Tsuchikage should win. Granted, they may have difficulty keeping up with the speeds of both Sandaime and his son, but I can't see the latter two legitimately countering their flight and Jinton usage. Neither of the Raikage have sensing abilities, so Ōnoki could always draw their attention whilst Mū catches them off guard with a dose of Dust Release.

Sounds like some people are forgetting just how fast the Raikage are. Fast enough to dodge Ama at close range so Jinton is not hiting even if they are caught off guard. Also people seem to forget how high ninjas can jump in Naruto. Guy jump half an island after Bee threw him half way and Naruto jump as high has Gaara flying on sand and Onoki + the 3rd Raikage has black lightning which he can use at mid-long range.

The raikages win cause the tsukikages will have trouble hitting him and the 3rd raikage is too much.
