Onmyoudon: Black liquid that negates all Ninjutsu it touches

Hiruzen Neutralizer: Stops a jutsu from being produced WITHOUT Contact

With this being said we could say that Hiruzen's Neutralizer(Anti Jutsu Jutsu) is stronger than Onmyoudon since it requires no contact.

Hiruzen doesn't have any jutsu nutrilizer.

I know u will want to say dat he stoped orochimaru from bringing the last edo tensei coffin but it was said by kabuto that orochimaru couldn't do it because yondaime's soul was sealed with shiki fujin that was why orochimaru couldn't use him against hiruzen.

Onmyouton > Any justu.Period.

Omyouton is not a justu it is yin-yang

yin and yang is molded into chakra

So if something is made from chakra is is automatically turned to dust regardless of what it does.
