Well the Juubi is the source of all Chakra and the progenitor of the world, so Chakra Manipulation that preceded Modern Ninjutsu (Senjutsu, Fuuinjutsu, and possibly the Samurai's Chakra Manipulation) were already in existence back then, but when the Sage encountered the Juubi, he was able to create modern Ninjutsu and taught it to the world.

So if he created Ninjustu, that seems to imply that he did much more then discover the possibility of nature manipulation.

I was thinking of him as a Newton that's also an engineer. Newton discovered gravity, not created it. But if he were an engineer, he would be able to ultize its principles in real world applications. I think the Sage discovered the
the science of nature manipulation and formulated it into his own style, calling it Ninjutsu.

But the main point is, if someone else knew the science of nature manipulation, they would be able to create their own style.
what is needed is just the knowledge. The Juubi was just an intermediate step to this knowledge.

Oh second thought, it can't be that simple. In addition to teaching Ninjustu, the S06P must have altered the gene pool due to the existence of Kekkei Genkais. Simply knowing ninjustu doesn't cause the evolution of Kekkei Genkais. KG are carried on by DNA.
