In many stories and novels involving phrophecy , part of it is always misintepreted

The old sage toad merely said that "You will fight someone with strong eyes" and Naruto just happened to jump to the conclusion that it is Sasuke , it could have been Madara or Kaguya

Sasuke has also lost his hatred ever since the Hokage encounter and no longer needs Naruto to tank it out for him too

Orochimaru behavior can also be read as him wanting to take a step back and just observe things for a change. However , the thing itself is that the Manga has already shown the reason why Sasuke wishes to become Hokage.
