madara , sasuke and kakashi have shown susano that have wings that allow it to fly. all of them would fall under the category of complete susano.

That scan is indeed an inconsistency. It also would explain why Kishi said Madara is the only PS user in the new databook.

People do say the Kurama avatar could have grown.
