Only basic skills, who's the best all around ninja?

No eye techniques, bijuus, bloodline limits, special clan jutsus, or kekkei genkai/toutas, nature/shape manipulation.

Just taijutsu, genjutsu, basic ninjutsu(bunshins, single elemental release moves like katon/suiton/fuuton/etc), shuriken/kunai skills, and strategic skills.

From what I recall, Kakashi, Itachi, Sasuke, Neji, Minato, and some others are the ones who are really touted to be good all around in these basic areas and excelled in the ninja academy because of it. So which one is the best all around basic ninja?

Dont worry this isn't saying they are the best ninjas, but just the best all around at the basic stuff. If it was about the best ninjas period, then I'd obviously have to throw in guys like Tobi, Naruto, Nagato and others..

THe first time ive ever said anything nice about this character .. But i say Hiruzen ! If i had to choose 2 more they would be Jiraiya and Kakashi

i've heard people say Hiruzen a lot too. Sounds like he's the answer. Although with all the hype about Itachi especially in Part 1, I thought it was him.

You kinda contradict yourself. If you take out the bloodline limit for example how do you expect them to perform ninjutsu/genjutsu? At least when it comes to Uchihas.

You don't need Sharingan to do those things. They still have their katon moves, bunshins, and regular genjutsu(not Tsukiyomi). Itachi and Sasuke were both by far the best ninjas in their class before they awoke their Sharingans.
