The following page confirms that because Naruto himself said that "this isn't a battle you can win or lose". And he was right, because both continued in their own MOs after anyway. The long and the short of it is that you can't pick and choose bits of a picture to pay attention and go on to ignore the rest.

It gives a clouded and unfair representation that might lead people to believe something that isn't true.
