They are all Kage level so I don't know what you're on about. It's just that Madara is basically God tier, so all of the Kages' power pales in comparison to his.

I think Gaara is kage level honestly he's taken the least damage and protected them the most that's what kages do is protect I'd say he's the mvp right now lol but tsunade she is definitely the weak spot she just thrashed around hoping to hit stuff I can't stand her.

She's not thrashing around, hoping to hit stuff -_- She actually aims for her target, funnily enough. And yes, she gets thrown away - but the other kages get thrown away too, even Gaara.
Plus Tsunade has been healing them and giving them extra chakra. If she hadn't been healing them, chances are, one of the kages could have died already.

And Garra is not chunnin even though your slightly trolling. His sand was keeping up with Madara's v1 susanoo's aswell as protecting Mei.

If they were not strong enough to be Kate level , they wouldn't even be a Kage in the first place.

Garra chub in level ? He obliterated and overpowered most people in part 1 alone and seeing him in part 2 against deidara should give you a good idea about his power level .

Mei power is also respectable .

There is no such thing as sannin level . It means legendary three ninja . It is a honurific
