Was he rather weak because of gaaras mental state or just not a strong tailed beast.

Gaara crazy strong now after being striped of tailed beast.
If it was was gaaras mental state which made one tailed clumsy ,slow and weak. You have to believe a calm collected gaara we see now plus tailed beast mode would be crazy strong.

Is gaara one tails weak or was weakened when they fought ?

9. Probably the 2 tails. (I really think Shikaku beats the 2 tails.)

Kurama stated that the power goes up with each tail, but Kurama is biased. If someone showed me a scan of the Sage saying the power increased with the number of tails, then I would agree.

That fight happened in part 1, power scaling has changed dramatically since then (also retcons and shit).

An in-universe answer would be that maybe Shukaku was weakened because Gaara couldn't control it perfectly, I don't know.

Nope he is not bias he beat 5 tailed beast in 5 minutes at 50% power.That's say something very truthful
