To be honest I'm not much of a fan of the art either but I can get past that since the story is more important.

I don't think its about the art in general I think people (myself included) don't like the way the characters are drawn. Also I don't particularly like how oda puts lines in to fill empty space. Its too much and makes each frame overloaded with detail, hence why I sometimes have trouble figuring out what the hell is even in the frame. An example of overloaded frame would be the frame in the top left - between the guy with his mouth open and the old man - I actually have no idea what that is supposed to be.
