Before Roger conquered the grand line, what where the pirates at that time or before Roger's time looking for cause I remember Roger was the one to say his great treasure One piece is out there and told them to find it and starting a new pirate age.

For One Piece? Idk. Once Roger found One Piece, died, and set it up for grabs, every pirate around wanted it, thus marking a new age of pirates.

Freedom is what Ace went after...Besides, not everyone is after one piece...So many just want to loot and collect treasures...Don Chinjao just wanted more treasure, while Whitebeard wanted a family...everyone had different reasons...So the no: of pirates were fewer then...due to Roger announcing about One piece just moments before his death, so many left for the sea. It was Roger's last words that started the Great Pirate era which has resulted in there being as many pirates as there are stars according to Garp.

Well I mean it's possible that everybody knew about One Piece before, but it was really vocalized once Roger died.
