It did, I think volume 42 never had Luffy on it. The one with all the CP9 members.

OT: Eh, it looks good but the way the crew members are placed out looks weird/awk. I liked the previous one a lot better. 4/5

I'm pretty sure it happened back in the Alabasta arc. The cover was some remaining Baroque Works members.

OT: I like this cove a lot 5/5. The portrayal is nice and Doffy looks evil and charismatic as always.
