They were both part of major revelations in this volume.

The chapters in the volume are from the late 790s to the early 800s which were mostly reveals. You had Tsuru and Sengoku(who was laughing when they arrived) arriving in Dressrosa, Fujitora smiling while letting the SH go, Buggy revealed and Weeble revealed.

The blue part are extensions form his hat, not another person. The red are the part of his outfit that cover his shoulders.
