Where was Kizaru? wasn't trying ro blow up Luffy?

Tier 1: Gol D Roger, Monkey D Garp, Monkey D Dragon (also would be prime Ace and future prime Luffy and at least Blackbeard) ... sue me ...mPS it's kinda weird there is no extra special Marine equivalent of Luffy like D Garp to D Roger, Coby or Smoker or any of the Admirals for that matter don't quite hold up to Monkey D Garp from what I've seen
Tier 2: Whitebeard, Shanks (maybe Sengoku) (prob future Law)
Tier 3: Sengoku, Akainu, Kizan, Kaido, BM, Mihawk, Rayleigh, Blackbeard
Tier 4: Fujitora, Kizaru, Ryokugyu

The gaps between tiers from 1-4 are imo almost negligible, between 4 and 5 there is a slightly more noticeable gap

Tier 5: Marco, Sabo, Beckman (maybe Kuma and Magellan)

Good list, but you missed Kong and Zephyr. And Mihawk is too high imo

But he sent Kizaru flying and the only person on WB crew who actually held his own against Akainu
Also why you didnt include Mihawk?

Mihawk on tier 6, same as marco or benn beckman. BTW tiers aren't pure indicators of strength, hype and fame are big factors too

Luffy was long gone when shanks said that and everyone at marineford heard him kizaru wouldn't have fought akainu didn't want to fight nor garp or sengoku and definitely not bb lol

Well I left out Kong because he was literally in 1 panel and Yephyr appeared in a non cannon movie, as for Mihawk,mhe dueled Shanks and he is the WSM so I think he should be that high

Beckman was more worried about if kizaru attacked shanks than Luffy not even shanks moved and he's the one in love with Luffy but kizaru didn't dare attack shanks when he seen Beckman

Well my list is purely speculative and is bound to change within a year or two, so disagreement is welcome

I would put prime chinjao, mihawk, benn beckman and marco on tier 6, all of whom can also challenge whitebeard or shanks imo. As of zephyr, even though his appearance in the movie was non-canon, he is a canon character unlike Byrnndi World so he's on my list

Aokiji and Akainu are the same tier. The gap between them is smaller than the Gap between Sanji and Zoro. One simply does not take 10 days to extremely high diff someone a whole tier in power below you U_U

Because currently he's probably the strongest/2nd strongest character in OP. The only person who could be stronger than Shanks is Monkey D Dragon, world's most wanted man
