I'll be changing that God-Tier name if it ever gets enough votes. But yes, I think Top Tier is enough too, but you have to admit he has a point.

Fukaboshi is there. Neptune is iffy since we've only seen one feat from him, and Shirahoshi is an ordinary civilian burdened with a legendary power.

Zeff to lower mid because he was a feared and well known pirate when he still sailed the seas. Even though he lost a leg he still was able to kick Sanji's ass and kick Luffy a couple of time (but more for comedy effect.)

Duval to lower mid (and his flying fishrider crew) they have been protecting the thousand sunny along with Hachi and Kuma (He still is able to beat the minor piratecrews)

Jaguar D. Saul was a vice admiral who sailed the grand line for many years and lead a buster call ship. He has shown some insane strength:

Character Name: Benn Beckmam
Previous Tier: None.
Suggested Tier: Top-Tier
Reason: He single handedly defeated the Higuma bandits before Shanks had become a Yonkou. Now he's the first mate of said Yonkou and it's safe to assume he has some impressive strenght. At the war, Borsalino chose not to fight him when Benn stood on his way and aimed a rifle at him, stopping him from attacking Luffy and Law. It is also arguable that he possesses haki, since it's unlikely Admiral Kizaru would stop if he didn't (this is not a fact, just opinion, but seems plausible).

I think we're kinda taking Top Tier for granted no? However, in defense of that attempt, Kizaru fired a Yasakani no Magatama right after Ben Beckman's statement. And it's not a rifle, it's a handgun xd

I think it's just cool that we make another tier right? Maybe an Upper High Tier and a Lower Top Tier? Just so we can differentiate some people, since the Top Tier's getting crowded.

yea lol cause some people in the top tier are far more powerful then others but they both deserve to be in top tier

I was going to put him below, but when I made that post Jozu and Vista were still on that tier, now they're down. I assumed he would be that level, at least. If you can think of a level where he would suit better, go ahead, I'm more than sure you can. And I didn't know the kind of gun, thanks xd

Yes, I agree with the Upper and Lower Top Tiers. It seems better in my opinion, it really is getting too crowded.

Okay, Zeff to Lower Mid, Duval to Lower Mid, and Saul to Upper Mid. I won't be asking votes for these people since I doubt everybody cares. However, those Zeff kicks Sanji said were Level 400 in comparison to Kuroobi's kicks which were Level 40. Should we take that as proof?

Zeff, maybe on Bellamy's level. There or Usopp's. Which one's better?

Duval ... hmm, I'd put him on Buggy level.

Saul will be comfy with Fukaboshi.

So yes, with all these powerlevel threads going on I wanted some general consensus on them. Here's my attempt on them, you're welcome to suggest changes. When the time comes I can't edit them AGAIN, then can I ask the mods to change them? Also, please put a log down there on what changed and who changed it.

Note that this isn't the final and absolute tier list; it is just an attempt to make a consensual tier list to at least lessen powerlevel threads.

Rules:

- If you want to bump a character up, you should do so by votation.
- There should be a three day period cooldown after a character is voted up.
- The votes should contain reasons why he/she should be bumped up.
