So yes, with all these powerlevel threads going on I wanted some general consensus on them. Here's my attempt on them, you're welcome to suggest changes. When the time comes I can't edit them AGAIN, then can I ask the mods to change them? Also, please put a log down there on what changed and who changed it.

Note that this isn't the final and absolute tier list; it is just an attempt to make a consensual tier list to at least lessen powerlevel threads.

Rules:

- If you want to bump a character up, you should do so by votation.
- There should be a three day period cooldown after a character is voted up.
- The votes should contain reasons why he/she should be bumped up.
- The number of votes with valid reasons that there can be before a character is bumped up should be more than 3.
- If you have questions about anyone, don't ask it here. Ask them

Shanks was the one stated by Shakky to be 100 times stronger than the Strawhats.

Vista matched Mihawk for a while until Mihawk called for a draw.
Jozu lifted that huge-ass iceberg.
They've also been commanders before Ace joined up. Being a 2nd Division Commander doesn't mean you're stronger than the 3rd or 4th.

Now back to topic.

Personally, I consider everyone except M3 to be more or less on the same level with who's the strongest being entirely situational.

I think they all are Upper Mid-Tier.

From now on they are going to fight Top-tier, High-tier and Upper Mid-tier(subordinates). They all have to be atleast Upper Mid-tier to keep up with their opponents.

Placing Boa Hancock with Onigumo and Momonga is more than insulting. VA's are seriosly overrated. Besides Haki they haven't shown any great feats except from stalling few High-Tier opponents. Onigumo putting shackles on Marco instead of fighting him head-on is not a feat, it's a shame.

Also, I would put Boa in Top-Tier. As if destroying 4 pacifistas with light-acrobatics wasn't good enough feat

She only has to touch you to win. Her fruit is obviosly hax but along with that she's proficient with all 3 Haki. We haven't seen her using HH but if other Amazons recognized this form of Haki by comparing it to Hancocks it's obvious she's not worse with it than Luffy. Also, I think her charming and seduction powers might be a different version of HH.

It's too soon to write her off. She came out of war without injuries and not even once did she express any signs of exhaustion. We haven't seen any impressive feats from her that would put her on Top-Tier but we have to bare in mind that she didn't care for war and was there just to support Luffy and keep her position as Shichibukai.

Besides, so far peaked Top-Tiers had HH.

Not sure but I think Ivankov said that it's not suprising that Luffy has HH, since he is Dragon's son implying that Dragon might have it too.

VA's have complete control over their Haki, and putting shackles on Marco isn't a feat anyone can just go and do. I put them in the same tier, but I don't put them on the same level. See why there are 3 Blackbeards? Yeah.

I love Boa Hancock and would like to put her in Top Tier, but that would mean making her level, or at least near to, Mihawk and a lot of people wouldn't like that lol.

I'm not gonna put any characters like Luffy in Top Tier though based on potential. Potential is potential, feats are feats.

Use the guidelines though, lol.

i thought it was her that said it, when she was telling luffy about the supernova gathering at shabondy..one of them asked isnt she scared..shes like she's 100x stronger than them. well at least thats how i remember it :s
hmm i thought the rank did matter taking into consideration marco's the highest and as you go lower down they become weaker.
for example say ace was a pure swordsman n he had the level of competency in it as he did in his combat skills im sure he would have been more than a match for mihawk.
looking at jozu ace could have just as easily melt that big ice

Yes, and I believe I have done a good job.

First Mate is Zoro, Second Mate and Quartermaster are usually the same in most ships.

No, that's just your opinion. There is absolutely NO PROOF that if Ace was a swordsman, he'd be better than Vista.

Sanji in his current ability could destroy that iceberg only means he's on Ace's level, like it says on the list. Combat ability doesn't matter yes, because it's the fruit's ability that lets Ace destroy the iceberg. Any competent fruit user with the Fire fruit can destroy it.

I don't really have anyone to add or move, I agree with pretty much everything in this list. (Maybe I would move Vivi a bit upwards in the Low Tier list, but that's just a detail XD) Nice job, Boa.

You've put pre-timeskip Luffy and the other supernovas on the same level as the pacifista, while they completely would've gotten their asses whooped if they woulda been alone.
