There have been theories about "Jack" being the 7th Shichibukai, "Jack the Ripper" "Calico Jack", "Jack frost aka Kuzan" and Rob Lucci. But I think Jack comes under the card system the Donquixote Pirates (and most probably the underground brokers) have put in place.

What I mean is:
Each standard pack of cards contains:
-4 suits, Spades, Hearts, Clubs and Diamonds

-52 cards
-2 independent cards - the jokers aka Doflamingo
-Each suit consists of one card in ascending value from 1(Ace), to 10, Jack, Queen, King and in exceptional circumstances Ace is above King

This theory is heavily dependent on the theme of cards being carried on throughout the underworld brokers.

So here we are:
Joker card characteristics: seen as a trump card in lots of games, independent from suits. These aspects both apply to Doflamingo's production of SMILE's. He's seen as a utility by Kaidou who is only using him as a trump card to create his army. He can survive without (as seen from the fact he secured his name as a Yonkou without SMILE's), and Doflamingo is easily replaced by a second Joker

Jack card characteristics: In most games it's valued much more highly than Joker cards, it ranks fourth among the royal flush and third within its suit.

Now this leads me to believe that "Jack" is Blackbeard.

Here's why:

1. The Yonkou are considered the rulers of the New World and are the sovereign bodies within this sea. They're the most influential and captain the most powerful Pirate Crews. Yonkou literally translates to 4 Emperors, a ruler and royal deity. There are four of them, much like in a "Royal Flush" in which a card player obtains a hand with an Ace, King, Queen and Jack within the same suit. If these names are to be used by anyone we know that "King" is likely to be Kaidou and "Queen" is likely to be Big Mom, for obvious reasons.

This leaves "Ace" and "Jack". Since "Ace" was a name already taken by Portgas D. Ace it's unlikely that the name will be used as an epithet. Partly because it's highly distasteful (something Blackbeard might do), and it may create some major confusion.

I'm giving Shanks the benefit of the doubt and saying he doesn't normally participate in underground trade, he just doesn't fit the 'motif' if you know what I mean. From what we've seen he's too honest and good a man to get involved in weapons trade, which only wreaks havoc across the world.

So this leaves just one man:
"Jack" aka Blackbeard

Note: The names also work as a power ranking system. We know that the three other Yonkou were described as being more powerful than Blackbeard by the Gorosei, this was indirectly inferred when they said Marco could beat him.

2. Why would Blackbeard be involved with the brokers?

Well, we know Blackbeard to be a tricky man that will do whatever he can to enhance his power and influence. He's not stupid either and would predictably seize any opportunity he can get. Examples of this include :
-his scheme to become a Yonkou and skilfully using his position as a Schichibukai

-Releasing powerful criminals from Impel Down Level 6 to increase his man power in preparation for future inheritance of a Yonkou title

-Absorbing the powers of Whitebeard through unexplained means.

We know he's been Devil Fruit hunting for his men. He's been targeting the Whitebeard Pirates as former crewmates of his. He takes Whitebeards territories and is hunting down their devil fruits to give to his commanders. This became even more evident when we see Burgess competing for Aces Mera Mera no Mi.

His crew is now divided into divisions as well (poor translation for the latter scan, but it says he's a commander). So he clearly has lots of recruits beneath his commanders, these men are obviously more likely to be normal people, except... SMILE army. Yep. He loves following by others examples. We've already established he wants to make a de facto Whitebeard Pirate crew mimic of sorts, but copying Kaidou he could get a SMILE army much like him. I know it's a stretch but I wouldn't put it past Blackbeard to do this, would you?

3. So if Jack's not that shady guy we saw... who is he?

You're thinking of this panel when you think of Jack:

There are a lot of misconceptions. People label the man with horns as Jack, not noticing he's telling an underling to notify "Jack" instead.

Notice his appearance. Having Horns and a large fur coat. Does anybody we know look like that? Yep. And he's a Blackbeard Pirate member:

And to link both the SMILE army and the Blackbeard Pirates together: look at the small character on the left of the panel. The subordinate looks like a mouse/rat/bear kinda Zoan.

Put the pieces of the puzzle together and we have an answer. Jack is Blackbeard.

TLDR:
King (Kaidou)> Queen (Big Mom) > Jack (Blackbeard) > Joker (Doflamingo)

This falls in perfect accordance to the hype Kaidou has as the "strongest" and matches the Gorosei's inference into Blackbeard being the weakest Yonkou.

Blackbeard has been devil fruit hunting for his commanders, and there's a high chance he is copying the other Yonkou to establish his own position and plans to mimic Kaidou's SMILE army

The man with the horns is his own subordinate; Alvalo Pizarro
