The Rayleigh I put up there is prime Rayleigh. It goes without saying the current one is below Mihawk. Now i'll answer the Shanks < Mihawk alongside the post below.
Let me guess superior to Shanks because the latter wield a sword and anyone who is classified as a swordsman automatically needs to be below him right? This might come as a surprise to you but not everyone rates Mihawk as highly as your perceive him. At this juncture he has done nothing but demonstrate that he is an Admiral level Top Tier. My list relies on feats just as much as it does portrayals. Mihawk was used as a tool to hype Shanks by proclaiming that once upon a time the two could clash equally. Oda via WB showed that Shanks is no slouch in terms of swordsmanship. Add this to the fact that there was talk that he said Shank's never lost any strength. Shanks was clashing equally with Yonko's challenging an entire battlefield with several TT and the like. Mihawk could not dispatch Vista and was held to stalemate by him. One thing this series is about is potrayals and going by that Shanks > Mihawk.
You say that I have placed the remaining SH too low, while ignoring the fact that the people above them are all superior. Excluding M3 none of the SH have shown or indicated that they are High Tiers. Franky, Robin and Brooke may posses some attributes that fall in higher categories but fall short in others. In the end they are limited to the tiers in which they are as those above are vastly superior. On that not I do concur that I had placed Cavendish, Kyros and Diamante to high as this was made during the early stages of Dressrosa. Both would be pushed a rank lower.
While speaking about Hancock Sengoku implied that she was just as much of a force as DD. The exact panel and words escape me but the implication of what he meant is that Hancock is no pushover. To add onto this we know that a Warlord is chosen for the political clout and strength that they add to the group. Of the Warlords Luffy faced his story was diverged so as not to face her via the merit that she possess all forms of haki. Her encounter with a VA, one of the higher ranking ones at that saw her defeat him without applying herself. As such I view her as an automatic High Tier candidate.
Lolwut. Lets refrain from going around and acting like you are the end all be all of OP rankings. Rather why not post you own list and we can both compare and contrast and come to an agreement like two grown individuals.
