Anyway, about that One Piece doesn't seem good until a certain point. Well, that's true. I didn't get addicted and all excited by it at first. If you have read more number of series you may have seen that there is a certain thing known as Character Introduction and Character Development.
I'll expand it a bit more, Naruto starts with a main character as Naruto and focuses on Naruto alone aided partially by Sasuke and even more partially by Sakura. One Piece on the other hand focuses on 9 different individual equally important for the whole series. The first few chapters of One Piece introduce Monkey D. Luffy as the main character and in an instant two crew members join which takes the character introduction part a bit more lengthy.
There are many more series who deal with this part. For example, Katekyo Hitman Reborn/History's Strongest Disciple Kenichi/Berserk and there are many more. Oda is though the best of all, he not only introduces the main characters in a good fashion he also introduces the not so important characters more seriously.
You say Oda started off as a crappy artist and then by seeing other series he developed his own series. Oda by far has the most entertaining plot, every little thing happening in One Piece, things you don't even consider important are being later made important by Oda. Every arc has a small detail which connects up to a main event in relatively bigger arc afterwards. Read the whole series and when you re-read it you will see that how Oda is a pure genius. He remembers every damn thing, won't spoil for anybody so I won't mention the things but the one piece-readers would in an instant know that what I'am talking about.
A small bit of advice, try to be patient. If a series is 681 chapters long and is still ongoing you cannot judge it by reading only 10% of it.
