One of the oldest and most well known facts of the entire series: DF users become hammers in water. They can't move, they can't swim. The fact that jack is (partially) fishman, doesn't make any difference other than that he can still breath under water. Essentially he's more likely to die from starvation than from drowning.

Luffy managed to actually damage the new ship Franky gonna blow a fuse or ten.
Kid got uber ****ed and Kaido seems well weird and quite strong.RA getting off-paneled was crap but Dragon and Sabo not being marked as MIA or KIA is good.

Riker probs meant he is not "part fishman",he's saying Jack is definitely a fishman.Thats what I got from that.
