From WG's view, they would blame Garp for keeping an info that Dragon have a son, and even worse as Dragon's son, Luffy is more likely the 2nd big thing WG would deal with after Dragon. I feel like Garp will be sentenced just like Tom's case.

Just because your Haki is stronger, doesn't mean you're as skilful in using it. Similar to real life scenarios such as: Being a stronger weightlifter, to lift incredibly heavy weights they need good form. A weaker person with better form is therefore more skilful in the act, however they aren't as capable as the former.

Or, if you're too stupid to understand the last example:
A football (soccer) player like Ronaldo can drive his shots very powerfully. However, his freekick conversion rate is shockingly bad. Players like Calhanoglu have much better free kick conversion rates and less powerful shots.

There are many other dumbed down examples for you to understand should you fail to understand even these simple sporting examples which emphasise the difference between skill and strength.

Until it is shown in the Manga, a character cannot use Full Body Koka.

Full body Haki is a skill, not a power statement. FFS.

You do that and you are up against half the marines (including Garp and Sengoku, maybe even ex marines like Kuzan and ppl like Smoker would most likely not stand for it), Marines arent dumb enough to not realize that executing their biggest hero is wrong

Btw imo Luffy and Dragon most likely wouldn't come even than, the only one Dragon may come to get is Luffy and mby Luffy's mother and Luffy would likely only do it for Ace and Sabo and ofc his Nakama, ppl like Garp, Shanks and Rayleigh are questionable, imo he would not go get Dragon atm

The only possible scenario I see where they would sentence Garp is if there is a massive division between the Marines which would lead into a global civil war, which could potentially be one of the reasons for the final war but even then they would not do it to lure out Dragon or Luffy

Btw Sengoku knew Luffy was Dragon's son and Garp's grandson :/

It's a logical assumption.

Using FBH is not the same as having stronger Haki, it just means your Haki covers more of you, that doesn't make it any stronger or weaker.
