It's impossible to tell considering how unpredictable the manga is, Akainu and BB are portrayed as final villains as of now but the final villain of the manga overall without a doubt is the World Government but when it comes to individuals I still cant tell exactly who.

Of course it will be some form of the WG. But who specifically from the WG? Luffy will fight a person.

I think Blackbeard will be the villain at Raftel. Bute some people believe that that's where the War will take place. I don't think that because Whitebeard I think made it clear after the One Piece is found the War will start not before.

I always felt like the Ancient Kingdom was betrayed from within. And that's why the 13 Kingdoms won even though the AK supposedly had the Ancient Weapons? And I think the Descendent of the traitor will be the King Celestial Dragon and final villain.
