Woman get's so much sh*t from the NV and is still the bravest most resilient character. That's kinda why I love her actually.
Kages: Ay, Mei, 4th Kazekage, Hiruzen and Danzo (maybe).
Akatsuki: Hidan, Kakuzu, Sasori, Konan and Zetsu.
Others: Orochimaru (w/o edos, under control or not), Gai, Chiyo, Kankuro, Temari, Hiashi, Darui, Kitsuchi, K11 (minus N&S ofc), Zabuza, Kimimaro, etc...
She can beat all those imo.
And IIRC she beat up Orochimaru pretty bad. Kabuto took adavantage of her hemophobia, otherwise he would've been beaten as well (she won the battle but lost the match, current Tsunade doesn't have that problem anyway).

Believe it or not, Tsunade is one of the strongest people on the battlefield right now. Earlier in part 2 she almost beat the raikage in arm wrestling. He just cheated to win.

ramen guy, konohamaru, sakura, udon, moegi, about 10000 fodders, anyone who isnt immune to point-blank earthquakes, no arms deidara, no arms minato, hidan, gaara, ms and hebi sasuke, the sound five, everyone people have allready mentioned exept A, etc, etc, etc.
thing is, tsunade is not fodder. the only reason she couldnt beat the piss out of deva and asura path when they attacked her was because she used all her chakra to help the entire leaf village survive pain. as for kabuto, she was traumatised during the fight by her hemophobia, or whatever fear of blood is called.
