one is a one dimensional hero who admits his mistakes despite them not even being truly his fault.
the other is an insane delusional corrupt villain who tortured innocent people and refuses to own up to his crimes or seek proper punishment for helping enact 2 devastating invasions of his own village.

Imho....Itachi as an overall is far far far superior to Minato. Itachi had the mind of a Kage at seven. In my mind I feel only someone ignorant would believe Minato would be better.

itachi encouraged obitos attack on konoha and unleashed him on the uchihas only 7 years after minatos death. minato did everything he could to drive obito away and this insane delusional sociopath let him back in for no real reason which put the entire world in danger.
itachi tortured sasuke and drove him insane which opened the door for sasuke to exterminate konoha with akatsukis help.
itachi left konoha defenceless by with holding all the intel he had on akatsuki,which resulted in a catastrophic invasion by pain
