Minato cannot teleport the dome, as it's not an individual substance. He'd need to flow his Chakra throughout the whole water, which needs at least KCM level.

However, people that absorb energy as Preta Path can easily absorb the water. People made out of other substances f.e paper or diamond don't need oxygen and have inhuman durability. None of his attacks would affect.​
