He needs to materialize himself before he can teleport things so I think he was going to teleport Naruto out of there. If you look he was still materialized when he touched Naruto, then when Kakashi and Gai showed up he became intangible again. I could be wrong though, it could have been something similar to when Kabuto was controlling Nagato and he tried to capture Bee and Naruto.

I just told you why. The simple fact that it took 3 WHOLE DAYS for 10 AKAKSKI (Wrong spelling) MEMBERS to seal 1 TAILED BEAST. How can he do it in an instant all of a sudden?

But this is also Tobi's greatest weakness. He has to be up close and personal to use the majority of his attacks. He has to be touching the enemy to send them into another dimension.
