Yes, Naruto wins. Its even more clear that teleportation won't blitz him with this chapter. Naruto's striking speed is above Sasuke's. He blitzed Kaguya and chopped her arm off while Sasuke tried to blitz her with his Rinnegan yet failed to actually land a hit. So he has that countered.

Either way, she's been blocking Naruto's clones this whole time. She doesn't need to teleport to counter.

He teleported behind her in the gravity dimension, and was still lunging his hand at her when she teleported to the core dimension. Once she was in the core dimension, she dodged, so its irrelevant.

Not to mention Kaguya changed the gravity so they could move. Hence Naruto, Kakashi and Obito being able to stand, same with Sasuke. If the gravity was still that strong, he would have fallen straight to the floor.

I am not sure about the bold. I don't think Naruto is "faster than Sasuke's teleportation" like some others were saying. The gravity played a role, as did the fact that apparently Kaguya was low on chakra!(sasuke forced her to switch dimensions) Although I think Naruto's movement speed is faster than Sasuke's.
