Yeah okey he might killed some innocent people but he also stoped wars and the ammount of robberies, rapes and murders felt dramatically. Even after Light's death police didn't say that Kira died so people will have the fear of doing something bad. Conclusion Light won he achieved to bring some kind of peace in the world

He never won because he wasn't alive to rule his empire, world whatever.
He wanted to be at the top but in the end Near was too much for him.

Not really, all he did was create more hatred afterwards.

Pretty much this. To be fair, it depends on what one defines as "win." But I can definitely say that Light did not accomplish everything he wanted to. Maybe if Light had stayed true to his goals to the very end then that would be the case, but by the end he was a power maniac who wanted to dominate the world through his own ideals himself, and clearly he did not do this. Sure, he did bring some change, but it's not as if Kira's existence revolutionized the world to the degree that crime was completely eliminated by the end of the series. So I can't say that Light won, especially when the last episode consisted of him being outsmarted and dying like a dog, begging for his life to the very end.

That alone isn't necessarily true, in Code Geass,
Lelouch died in the end. However, there is no way of saying that he "lost" because he ultimately outsmarted his last foe and only died by choice to bring about world peace. With that in mind, it's invalid to say that death alone automatically means defeat. The circumstance defines it more than anything.
