Description: The user is able to expell lightning chakra from up to 3 adjacent Chakra Points, and insert it on the opponent's Nervous System. This technique works best if the user releases the lightning from the finger's chakra points, and the chakra power has the ability to paralize the opponent's muscles completly. If expelled from any other chakra point, the user can only paralize the arm or leg touched. (This doesn't apply to Gentle Fist users).

One of my most prized CJ. I used to use it to trick people into shaking hands with me, so that I could instantaneously paralyze them. Fun times xD

Description: The user quickly gathers lightning chakra on the eyes, making them glow, iluminating the path. If eye contact is made with the opponent, a beam of lightning is shot to pierce the opponent's eyes. The beam is virtually untrackable, due to an optical illusion: Since the beam travels straight forward, all the opponent see are the glowing eyes. Only experienced doujutsu users or chakra sensors (Sage rank), will be able to notice the slight increase of chakra/glow as the beam is being shot, and as such are able to respond correctly.. In the case the opponent notices, it is easily blockable, for if it it's anything other then soft tissue (I.e. Eyes) the max it can do is leave 2 small wounds.
*Can only be used thrice, lasts 3 turns, where the user can shoot 2 pairs of beams throughout*
It's important to mention, and please mention this to your opponents too, the glow of the eyes can be soft. It's not like Flashing Pillar or whatever. This was obviously a way to counter Doujutsu users, yet was created when Bishamon trapped me in a dark labyrinth. I guess it serves two purposes.
Both of these jutsus are severely underabilitated and outdated, I might resubmit them one of these days.xD
Well Owl's glare is still cool. I mean I can pretend to get my Itachi on. But I don't get what you mean when you say if they notice it can be blocked if a non dojutsu opponent does happen to notice it. I mean the only way they'd notice is if they make eye contact. I mean I guess they could be next to you and see the glow if youre not looking at them...

It's because the beams themselves don't make much damage, so, for example, if you're mid range from your opponent, when you make eye contact, they are able to detect the beam and they can move their face, so they won't hit the eyes. Though at short range is pretty much a sure kill as they move almost light speed.
A non-doujutsu non-chakra sensing opponent cannot notice it by him/herself. He can have an ally see it from a different angle, but himself he can't.

Description: The user will preform 3 handseals, and quickly spit a continuous stream of fire, which will start to spin with a great speed forming a huge drill. This rotation can be either around the user or near the user, the tip of the drill being pointed towards anywhere the user wishes it to point. As the user starts spitting the fire, the user will preform a different handseal, which will then start enveloping the fire drill with lightning chakra. As both elements start to friction on each other, the drill starts spinning substantially faster and will increase the temperature largely, all adding to the piercing power of the technique. At the user's wish, the bright drill can be shot at great speed towards the desired location, going on a straight line until the user decides to make it explode, blasting outwards multiple similar drills, significantly smaller in side.
*The large drill can shoot to Long Range, the small drills will be shot in a short range radius*
*Both phases can be done at the same time by two shinobis*
*Can only be used once every 4 turns, for a maximum of 2 times, given the chakra strain*

This was an experience of mine, playing with Lightning and Fire and how they could work together. This should be much hotter than any Basic Fire or Lightning technique, and how it's temperature would against CE would be debatable, but should be at the levels of the CE Plasma (Although it would NOT be the same temperature as a purely Plasma jutsu of S rank), likewise, it's piercing abilities would be at the top of any jutsu created in the base (I've a couple of rivaling ones though xD)
It gains it's force on friction, and if you shoot it against something solid, it will keep pressuring it until it drills too. Every part of this jutsu is engineered to drill through.
It is also made so that it is a nearly perfect counter to wind jutsus thrown to you or created around you, as the drill can cover you like a dome before you point it anywhere you wish, given the heat/fire part of the jutsu, and against Earth/Metal etc material, given the drill/sharp/lightning part of the jutsu.
Yes. The handseal part should be split of a second, the fire should be done in seconds (5-6) and the added lightning (2-3). Under 10 seconds you have a perfectly functional Rhinoceros' Crash and in under than a perfectly functional fire shield. (You can split the jutsu as you wish, you may want to preform just the fire jutsu, or you may want to preform just the dome and not throw it away, etc etc)
I guess I question effectiveness because it seems like it takes a long time to me. Like its not that hard to defend against. If used as the first jutsu for a distraction it doesnt seem too difficult to defend against with a wall of water. But if used as the second or third jutsu as the main attack it seems like a lot of time between the jutsu before it, giving the opponent time to defend against the first and interrupt the full completion of this one.

You're overestimating it's time, even if it does take a while to make.
You can't defend against this with any wall of water. S-ranked water will be a close counter, maybe not effective at all (if you make it a wall, then it's not effective, if you make it a long stream of S rank water, then yes). This is a Combo jutsu, not a basic Fire technique.

Well but if you use S rank water itll take care of the fire which seems to be the largest part of the technique and still have to defend against the lightning I suppose but if you have perform water sharks you should be fine since the fire and lightning are one technique for the purposes of this jutsu.

It doesn't work that way. If you use a Fire/Wind combo, you can't just use water to get rid of the fire and continue like wind. Although this is a combined technique, you can't separate the parts like that.
yeah thats what i'm saying since this is just one jutsu. normally if you did take two separate jutsu and combine them to use together such as a water technique with wave of inspiration added, then you could just use a wind technique to remove the raiton from the attack. But with this jutsu you defend against it as a whole.
