He's obtained his Bankai now, hasn't he? His Shikai alone gave him more than enough power to become a captain and Yama feared that Zaraki will grow too powerful if he furthered his training to the limit he has now. Zaraki is most likely around the same level as Yama was in power, that alone means he will stump anyone that comes in his way besides a few people. ​
