How is it a stupid idea? He wouldn't even come back as Shinju madara, but rinnegan Madara. And tobirama's edos are weaker than orochimaru's(which is why he used Gojo Kibaku fuda with his edos) so they shouldn't be that hard to control. It's a brilliant idea, but of course it requires a sacrifice.
