You're right, Madara has every power that Hagoromo has. Except he has less of it. Less juubi chakra.
Less rikudou chakra, (That tiny about of Hashi chakra combined with his own is not enough for Hagoromo chakra).
He's missing the seals, which are very powerful. The shinju was part of the original ultra kaguya juubi, which
Hagoromo had sealed into himself. As for the third eye, it is possible Hagoromo had it only after sealing the juubi
inside of himself. And lost it after getting rid of it, or he sealed his own eye away on purpose as he thought it was evil.
Regardless, even if Hagoromo never had the third eye, the eye only does IT. A jutsu that doesn't affect
Hagoromo due to his rinnegan.

All Hagoromo has to do is touch Madara and it's over. And this is coming from someone who had once hoped
Madara would surpass Hagoromo AND Kaguya. But it's clear he hasn't. Let it go, and think about it logically.
