This is from the 3rd OVA, It's about a world-fighting tournament in Konoha.
It features every single character from Naruto, dead and alive, good and bad interacting with eachother.
It is also directly linked to the game Naruto Ultimate Ninja 3 for PS2, serving as a premace to the main-game where you have to collect crystals by fighting ninja's from all villages.
The OVA provides hints to where to find the crystals in the game.
BTW it also features Itachi and Kisame standing in line for the bathroom with almost every ninja you can think off.

How about now guys? And for those saying OVA I checked and your right, the chaoizu mask is chaoizu trust me right to the finest detail

Chaoitzu is reacurring easteregg in Naruto, becuase of Kishimoto adding it in the manga at one time during the 'finding Tsunade' Arc.
Because of copyright it was removed from the anime at first, but later returned as an easteregg in some OVA's.
Simply because Kishimoto was a huge Dragonball fan.
BTW this wasn't only the case with Dragonball, the mask form 'Kamen Rider' was also featured in that same manga chapter.
Right below Chiaotzu, there is the Kamen Rider mask.
