Thats right. He talked to naruto about interferring with their happiness. He wants everyone to be in a pain free world where only good comes out of it. He just wants peace like nagato did but his way of acheving it is flawed like nagato. Naruto is the only one who can truly acheive peace through talk no jutsu

Because if he's selfish he would've gone to the dream world himself when he told obito he can do it but he wants people inside too, so because he cares about the lives of the people who are living in pain he wants them to live in the dream world to be happy. In a way, yes. All the main villains have been good in a way, or turned good.

Kinda a weak move by Kishi imo.

It makes the story more real and less fantasy.
