Naruto is too young and too immature to be a Hokage mate. He is definitely Kage level in terms of power and jutsu, but if we take other aspects such as: decision making, rationality, etc. into consideration, he is not suitable for this post yet. Hokage should be strong both physically and mentally but he should also be intelligent and mature, and that it what Naruto lacks the most.

And I also think he will be unable to maintain that role due to his unability to be in one place. Naruto needs to be in action, he is under control of his emotions, he has his own goals where being a Kage is the last and most important one.
