I honestly do not get what's so special about this. What's now the bombshell? It's just DD having potentially one eye, something I already assumed would be the case and I thought this was the same for most people considering Oda continuously covered up his eyes and I saw regularly people referring to this, especially after his flashback. I thought there was already a consensus regarding there was something with his eyes.
But in the end it really doesn't matter whether he has one eye, two eyes or just a scar. This would probably be something symbolic. I mean you talk about whether Kaidou knows this, but what does that even matter? It's simply not important. All that stuff that guy is talking about in regards to the fight with Sanji etc., seriously he's thinking about this way too much. That were just fights. Having one eye is not uncommon and so far no one was particularly bothered by it. Fujitora is even completely blind. Zoro only has one eye open and didn't had any problems so far. Vice Admiral Dobberman seems to also only have one functional eye. Having only one eye is really not a bother, especially not when you have CoO, which DD definitely should have mastered to a certain degree. In itself there is really nothing special about DD having one eye or more.
So what does it matter whether he has only one eye or two? It's not going to change anything and even if that would be the case, putting sunglasses on is not going to make that problem disappear. In fact it would be quite a joke that he tried cover up that supposedly massive weakness of his with a pair of sunglasses. As said if he has one eye, it's probably something symbolic, a visual representation of his past on his face, which would also have a strong influence on his image. DD put hell of a lot of effort in his public relations, trying to create that image of a charismatic, popular king. From his personal point of view he is also a Celestial Dragon, a god, so having that 'mutilation' on his face, would be a humiliation. He would get reminded personally of his past and suffering just by looking into a mirror and to other people he would seem not perfect anymore, maybe even grotesque depending on how it looks. So Luffy smacking the sunglasses of his face, is pretty much showing DD how he really is.
