[Question] Old Threads

I've read the forum FAQ and rules, and I even tried searching for a similar thread so I wouldn't have to make one but I have a serious question. I understand the concept behind the rule of not bumping an old thread. It makes sense, especially on a large forum such as this one. However I don't understand the concept of not closing a thread after it has been open for too long.
For example if a thread essentially has a 30 day limit since the last post, closing the thread after that limit should be the appropriate course of action considering that anyone who post after that limit will have repercussions of some sort. If people are unable to post without consequence, what's the point of keep the post open?
If someone finds the information pertinent and wants to see others opinion on the subject should they repost the same thread? (That seems a bit redundant though)

The few exceptions to this rule are the stickied threads that are applications, or open question threads.

Eh, I somewhat agree. Though if the thread is for resource purposes, such as FAQs/Rules, then the main point isn't to post in it, it is to read the OP.
