I honestly think this witch had an "vision" billions of years in the future and thus she saw the majin buu crisis, she needed to aid gohan in unlocking his powers. The only way to extend her life force was to fuse with the young kaioshin and create the one we see today. Old kaioshin probably never told gohan any about that to not mess with the space-time continuum. And another thing, a witch doesnt simply come out of nowhere and takes earrings from a kaioshin.
