I believe in the first statement,

but as for the second, Shikamaru only said Hiruzen is the only one that can do a thing is because the other kages are already exhausted, they just fought Madara remember?

Why is it that when Kabuto Yakushi says Hiruzen Sautobi is the strongest Kage(With NO feats) everyone takes it literal. BUT when Black Zetsu(Madara's Will) says Itachi's Susano'o is literally invincible(With feats to back it up) No one acknowledges it? or when Kabuto calls Itachi his FINEST reanimation equal to Nagato of course?

1. He was the strongest Kage of the five principal territories. Simple because his reputation as the Hokage. I remember Kabuto saying that afterwards, I believe.

2. The others were out of chakra. Oonoki stated that they using big attacks. Sakura stated that the alliance has to fight as if their were no medical-nin. Their hope was Hurizen who was Edo Tensei: undying body and unlimited chakra.
