Inuzuka fight alone side ninken companions who share a bond that allows them to fight in sync and even communicate with one another. There are two cannon breeds; Standard and Hunter. Standard while slower are able to ingest medical pills. On the flip side the hunter breed is all about fighting being faster and stronger. As for the a breed I wanna make I don't know maybe something centered around water.

So we have the two types of breeds, Standard and Hunter. Kindly provide me with an overview of these two before we jump into the techniques.

The basic breed of nin dogs. While basic they have all round good stats allowing them to be more of an all-rounder type. With the special ability to consumer copious amounts of drugs to gain an increase in there abilities.
( Ryōshi Ninken ) - Hunter Ninja Dog:The hunter, as the name would imply, are a breed more suited to tracking and fighting. Gaining the ability to add damage to not only their free form tai but also ninken techs that they use. Along with this they also have increase defensive capabilities, being neutral to energy based attacks as well as physical attacks. The trade off for these abilities is decreased move speed and amount of landmarks they are able to track across.

(Bakuretsu Koinu) - Exploding Puppy
You basically make a clone of your doggo, which explodes and releases a flurry of kunai. Simple technique that can quickly disrupt a foe's attack/approach.
(Shikyaku No Jutsu) - 4 Legged Technique
This technique allows you to larp as a doggo - run on all fours and attack! Great if you're enhanced in some way.

I'm assuming the clone is made short range of the user and then it can go basically anywhere or does it have leash range of only short?
(Shikyaku No Jutsu) - 4 Legged Technique:Can I use this to dodge stuff? Granted if my characters tracking/Speed is sufficient. Also, does this stay active after use?

Indeed, created at short range but can be used on the field.
As for the second one, it'd be similar to using free dodge if your stats are high enough anyway. (Dainamikku Maakingu) - Dynamic Marking
Let the doggo piss on someone and then use it as a free tracker, especially when using Double Wolf Fang.

Yea, I'd presume so - I'll ask AJ to confirm 100% but it reads like that. He's probably the only Inuzuka that have used the canon techniques anyway lol.

Combine with the doggo to become a combined entity. No real advantages to this, but has led to some cool customs using the technique as a basis.

Another spin move, where you and the dog combo to drill the opponent into the ground. It's very physical based, so better have some good boosts when doing these.

No questions about the techs themselves, but more of a general question. When using these techs to counter or clash with stuff what rules do they fall under? Like most of them don't seem to use chakra since they don't have a chakra cost.

After transforming alongside a shadow clone and ninken into a single three-headed, gigantic animal thanks to the Human Beast Mixture Transformation: Three-Headed Wolf technique, the user has their body roll at a ferocious speed towards the enemy, as if chasing after their own tail. The ultra-violent rotation created can tear through multiple enemies, rending them apart with just the slightest touch or obliterate solid obstacles with ease.
Note: Can only be used by Inuzuka Clan members after using the Human Beast Mixture Transformation: Three-Headed Wolf technique
