Or it could mean that the boundaries of what constitutes sexualized are stricter for some than others. For example, to me the calves, thighs, and legs aren't sexual at all (at least not merely the sight of them). It would only become sexual if we started to either see undergarments or cleavage of private areas such as the breasts or genital area. Legs are only sexual to me if a person starts acting like a stripper with them (like rubbing them in the way that a stripper would or something like that). Just seeing the legs though is fine.
