Well than Gai takes this if he can open gates 1-8 as fast as he moves. But, you do know that Minato can make a seal on someone else without contact or throwing. But, if guy already has some gates open don't his injuries heal before they start to deteriorate? Just so you know, in the Op you have put that the 8th gate is restricted.

Why? Minato didnt have Bijuu mode during his life. He had sage mode apparently but that's just a Kishi asspull.
