No, it is him. It's just a minimal one-panel reference. There is literally no reason for anyone to stress over it or think it's not him. Also i'm calling that the wielders of The Executioner's Blade & Hiramekarei are Zabuza & Chojuro's fathers.

It doesn't really matter in the end since it's just a cameo. Still a nice touch though, since Raiga's existence always seemed off to me, especially after Ameyuri Ringo was introduced.

Kankuro's hair in the manga is white, but brown in the anime. It isn't really an indicator.
