Besides the fact that she lived in a small unprotected village that was in a small country that was in the middle of wars? And then that whole village was massacred, killing all her family members. And then when she was with Oro, she was experimented on and bitten by complete strangers. And then left to guard a hideout by herself. And then after forming a bond with Saskue and Taka, they're thrown aside by him. And then after they're back together, they're thrown aside by Saskue and Kishit. Not to mention her personality is mostly serious.

That scan is a sign of shock value. Naruto is surprised to see Hinat stand up for what she believes in and face the enemy. That is not a sign of desperation like Hinata has displayed. The two aren't even comparable so you wasted your time with that scan.
Yes, it is normal to show concern for your teammates when they are getting bested, but Hinata's reaction and her desperate ple, despite looking at everyone else was clear. She has no self control when it comes to Naruto. That is obvious.

That moment was a love offer. It was only a moment for Hinata because Naruto was involved.

Yes, and all those instances were when Naruto was not around. How about you give me some panels when Naruto is around and lets see who she will chose first.
When Kiba lost in the preliminaries against Naruto, what did she do? She gave Naruto the ointment first, did she not? Why would she do that? Wasn't Kiba the one who lost? Wasn't Kiba the one who was injured? Wasn't Kiba the one who had to be carried out to a medical bed? All of that was irrelevant. She only saw Naruto's victory and not her own teammates loss and injury, and don't give me that shit "oh, well she did give him some ointment after Naruto"
That's not the point. If she actually cared for Kiba first then she would have ran down and gave him the ointment first and then went on her clueless parade of giving it to Naruto.
