Two, he doesn't feel that he deserves to be hokage if he can't save his friend from the darkness that's engulfing him. Save is the operative word here. He has never meant to kill him. Although I do believe that this time he will let Sasuke think he is willing to do just that as a matter of strategy.

Naruto needs to use the same feelings he used the first time around, go in with the intent to beat him into coma and drag him back to Sakura and throw him at her feet. I remember someone having a pic here on the forum with Naruto in an Akatsui robe lol
