obito might actually be able to create his own world in the kamui dimension . with his kamui teleportation , he can make this world habitable by transporting the necessities for human life such as earth, vegetations , food , water and so on . He can even use ninjutsu to condition the world . With all those and some other amenities , he could create an empty village . For population , he could steal plenty of infants and place them in the village. educate them , nurture them without teaching them use chakra or fighting techs. as time goes on , there'll be a bunch of villagers living in peace , which obito keeps on to maintain by playing god. in case of altercations or violence amongst villagers, obito could easily place anyone under genjutsu just like he did to fuu .

the world lacks sunlight tho , which I think obito might somehow be able to find sth else to compensate

this is an idea that lacks serious thought btw

There is just separate dimensions which one of them is a blank space of genjustu (Kakashi and Danzo's guards have been in there), the other is a laboratory of uchiha eyes (Danzo was in it), and last is the normal dimension that kakashi has access into.

So, I don't think that plan would work out well.

If Obito constantly gathered supplies from the real world, then quite possibly, yeah. I think it could work.
